In the early November 2018, Haidian Park completed the "AI" transformation and became the world's first "AI" park. There are ubiquitous WiFi, motion data evaluation system based on face recognition, which integrates intelligent dimming, video surveillance, intelligent environmental detection, information dissemination and other functions of intelligent street lamps.

It can be said that although the Haidian park is small, it reflects the deep collision between Beijing's thick city and intelligent technology. In the future, Beijing will accelerate the construction of smart city with the goal of becoming a world-class digital eco city, so more changes will appear in every corner of the city.

When city parks embrace intelligence

Behind the transformation of "AI" in Haidian park is a practical exploration of digital transformation of the city. Taking the intelligent street lamp system in the park as an example, it first is a data collection, transmission, integration, intelligent analysis and feedback control system. Through the sensors on the intelligent lampposts, it collects air, sound and light environmental data and monitoring video data in real time. However, the intelligent street lamp system of Haidian Park connects intelligent lighting, information dissemination, environmental monitoring, video surveillance, emergency call and other subsystems to the same management platform, and realizes the intelligent management of unified entrance, unified standard and unified perspective. The management of the park is more convenient and refined.

For Haidian Park, digital transformation is icing on the cake, but in the whole urban park system of Beijing, the value of digital transformation is particularly important. Take only eleven parks in Beijing for example. Among them, there are two World Heritage units in the Summer Palace, Tiantan Park, and eight national key cultural relics protection units such as Jingshan Hill Park, Jingshan Hill and Beijing zoo. There are 210 thousand square meters of ancient buildings, 56 thousand artifacts and 14 thousand ancient trees in these parks. They are extremely precious cultural and natural resources. On the other hand, the reception capacity of these parks is very large. There are one hundred million people's traffic every year, and there are nearly four hundred government reception activities. This poses a huge challenge to the daily management of the park.

According to Zhang Yahong, deputy director of Beijing Park Management Center, Beijing city park has done a lot of digital transformation exploration, established more than 100 systems, but these systems are isolated from each other, unable to share data in real time and conduct unified control. In order to enhance the experience of tourists and better protect public culture and natural resources, the Beijing Park Management Center Co operated with HUAWEI in February 2019 to launch the top-level design of intelligent park construction. The direction of the management of the smart park scenic area will be the big data and digitalization, and the construction of the park intelligent park. Making full use of big data and exploring the value of big data has become an important way to help park improve management efficiency, protect heritage safety, inherit technology and spread culture, and is also the only way to realize the digital transformation of park scenic spots smoothly.

From smart park to smart city

Beijing municipal park is in the process of intelligent transformation. What about Beijing? However, in the specific implementation process, because each functional unit has its own independent system, the public often needs to queue up among the windows of the units and submit materials one by one according to the process. In 2016, the Beijing municipal government service center officially started operation, and the situation has fundamentally changed. There are more than 740 examination and approval services in 44 municipal bureaus and 16 districts and counties. No matter how many functional departments are required to examine and approve, the public only needs to queue up and submit materials to a window. This is what the Beijing municipal government advocates for "data walking, people running errands", and truly realizing the "one-stop" service.

Behind the improvement of services, there is technological support. The Beijing municipal government service center adopted the HUAWEI distributed cloud data center scheme at the bottom. The upper tier deployed the cross sectoral data sharing and business collaboration platform, data sharing and business exchange platform, and government collaborative office platform, which integrated and dispersed the data scattered in various departments, and laid the foundation for the "one-stop processing" of the examination and approval departments.

For example, in order to improve the traffic condition, Beijing has many ways to deploy such systems as electronic police, video surveillance, traffic monitoring, violation detection and so on. However, due to the failure of these systems to connect with traffic signals and the existence of technical problems such as intelligent identification and decision optimization, it is still necessary to manually control the traffic lights at the scene. In April 2018, Beijing Traffic Control Bureau tested HUAWEI TrafficGo traffic control optimization plan based on AI algorithm at some intersection. Facts have proved that this scheme reduces the average delay of the main road by 15.2%, and the average speed increases by 15%. The effect is very good. At present, the Beijing traffic control bureau is testing this technology in a larger scope. It hopes to optimize the signal of multiple junctions in real time and improve the capacity of the whole area.

According to Liu Xu, deputy director of the big data construction office of Beijing Municipal Bureau of economic and information technology, Beijing has realized the shortcomings of the information construction in the early stage, is committed to promoting digital transformation, and focuses on building digital platforms. On the way of construction, Beijing has also migrated from the past to the Department centered, business centric and collaborative architecture. In the future, AI will be introduced to improve service capabilities and business experience. In the long run, what is the rule of smart city construction?

The "four steps" route of urban evolution

The third stage is to promote digital governance and build "urban intelligent brain". Take the Shenzhen municipal government management and service command center as an example, it is first of all a city's intelligent hub, bringing together cloud, big data, artificial intelligence and other capabilities; daily planning resources, data, manpower and other resources, as well as cross level, cross departmental and cross business management and coordination mechanism; in business, it should connect the "City District Street" units at all levels to achieve the coordinated operation of the three level command center; finally, the "city smart brain" is the carrier of the four abilities of perception, analysis, coordination and command, and it is also the core platform of the city's service and management functions in the intelligent era.

In the third stage, the management and service functions of the city have been improved. Next, we need to consider how to promote social and economic development by digitalization.

Therefore, the fourth stage is to open up the platform capabilities of data and AI to the public, enterprises and research institutions, and release the overall vitality of the digital economy.
